The current economic models based on prices and quantities fail to fully capture the workings of the data-intensive economy, where data and AI play a fundamental role. However, implementation requires balancing myriad complex incentives and effects.

Going forward, the proposed theoretical model can inform research and policymaking on digital governance in several ways; first, it provides an overarching framework to analyze the relationships between data, AI, knowledge, and power in the emerging data economy. The theory ties together the forces shaping the rise of data capitalism.

Second, it highlights societal challenges and dilemmas stemming from the increasing concentration of control over data and AI. By illuminating sources of imbalance, it suggests directions for governance reforms. Third, it conceptualizes data sharing as a policy lever to counter monopolistic knowledge flows and rebalance public benefits. Data access emerges as a critical variable shaping equity and innovation.

Fourth, it models trade-offs between openness and control in data systems via the Data Sharing Laffer Curve. The curve elucidates complex interactions arising from policy interventions. Finally, the theory can inform the design of regulations and institutions governing competition, transparency, and data rights. Its lens clarifies stakeholders, objectives, and constraints for governance architectures.

However, practical implementation will require a nuanced understanding of complex incentive structures, technological possibilities, and risks of over-regulation. As digitalization accelerates, the theory provides a valuable anchor for scholarship and policymaking seeking to maximize prosperity and equity. However, its transmission into effective governance will be an evolving, open-ended process requiring continuous learning and experimentation.
